Life in the humanitarian world has always entailed risks, though the nature of those risks has perhaps shifted over the past two decades. In recent times, humanitarian workers have been routinely targeted often as a result of a misperception of the aims of their organizations, making important work, often undertaken in precarious conditions, even more hazardous. Aid agencies and their staff have been victims of kidnapping, armed robberies, carjacking and murder and the development workers are seen as an easy target. Moreover, due to unstable political and economic situations, the working and living conditions continue to deteriorate for all in the region.
This regional security project has been specifically designed to strengthen the skills and expertise of local and international humanitarian workers in their home countries and abroad. As a result of this, the offices of Church World Service Asia Pacific, Indonesia and Pakistan/Afghanistan are organizing a series of security training workshops for aid workers of local and international NGOs and CBOs. Typically, risk management workshops focus on personal security of field level staff, but these workshops are designed to cater to the needs of the management level staff in a position to integrate best security practices into their NGO's policies, programs and practices.

In addition, the workshops will define the process elements of a comprehensive risk management program that all project proposals shall contain and allow flexibility so that particular needs of each NGO can be addressed. It is crucial for NGOs to be proactive about their security policy level and to be oriented towards preventive security measures.
